AT&T’s iPhone unlimited plan, where’s the $20 unlimited SMS text data option?

Ok, I’m confused. Back when AT&T announced the $99.00 unlimited option, it was my understanding that existing and new iPhone owners have the option to pick the $99.99 unlimited voice in addition, pay $20 for 200 SMS text messaging and

unlimited web/email. thereupon whether they want unlimited text, tact an additional $20 to the plan. The grand total comes out to $140.
